PM stands for Private Message. Sort of like email in a way. You can send messages and check your received messages by clicking on the 'My Messages' tab up at the top.
Oh, it's just a GIF of a funny scene from a TV show I watch. It's in a thing called my 'signature,' which will appear below every comment I make. You can edit yours by mousing over the 'Profile' tab and clicking on the part of the drop-down bar that says 'Forum Profile.'
