Juvenile delinquent camp, it is mostly reserved for people whom have spammed to get to POW or repeatedly broken the rules.

You will not be able to comment in it, there is nothing interesting to view in it (only a thread explaining what it is and one explaining why you are there), and it isn't worth getting.

Pow will remain where it is.

Bypassing means avoiding the censor, (Like replacing a letter with a symbol) So no.
